“Russia has advanced systems, including counterspace weapons, hypersonic missiles and undersea capabilities designed to negate US military advantage,” the document read. Russia has maintained an advantage in the Ukraine conflict over the past year, Tulsi Gabbard said.
"During the past year, Russia has maintained the upper hand in its war against Ukraine," the document read.
